Governor Newsom's plan gives up to $3,500 instant discount for first-time EV buyers on any zero-emission car under $50k MSRP β that means Model 3, Model Y, Ioniq 5, Leaf, Mustang Mach-E all qualify right at the point of purchase. There is even a used vehicle rebate up to $1,750 for cars priced below $25,000 which helps people get an affordable entry into EV ownership instead of buying brand new. Half the program's $270 million fund comes directly from the 2026-2027 budget while the rest is contributed by participating automakers so you can actually drive it off the lot cheaper on day one. It's a smart move to make EVs more accessible instead of just relying on federal incentives that keep shifting around like sand.
The program does have some important restrictions though because it only covers battery electric vehicles and excludes hybrids entirely, which is worth noting if anyone was planning on going half-electric. And while the Rivian R2 starts at $45k so it qualifies eventually its not available until next year's base model launch β but that still means first EV buyers get the full discount. Beyond just personal cars there's a bigger $600 million investment in California's clean transportation economy including $135.5 million for a truck and bus voucher project, $130 million specifically to replace heavy-duty vehicles with polluting engines, and another $150 million for the state's Community Air Protection Program.
